ALVIN LAL, CUPA Manager - Stanislaus County DER

Alvin Lal is the CUPA Manager at Stanislaus County Environmental Resources and Chair for the CUPA Forum for the FY 2023-2024. He is a CSTI Certified Hazardous Materials Specialist and oversees the CUPA Programs, Site Mitigation, Emergency Response, and Household Hazardous Waste Programs at Stanislaus County. He is also a Registered Environmental Health Specialist and was a Health Inspector with the County from 2005 to 2010. Alvin Lal is a Certified Assistant Refrigeration Operator and Chaired the Central Valley Chemical Safety Day Committee in Modesto CA from 2018 to 2020. He has a wealth of experience in Hazardous Materials, Food Safety, Audits, and Inspections. Alvin has a B.S. in Biological Science with a concentration in microbiology.

Amineh Aghabali is Senior Environmental Scientist (Specialist) working at the Department of Toxic Substances Control (DTSC). She is a member of the CUPA Training and Assistance Unit, actively involved in developing training materials and offering regulatory assistance and technical services to CUPAs, industry, and the public. My name is Amy Segui. I am the Assistant Fire Marshal for Petaluma Fire Department in Petaluma, CA. I supervise prevention staff including Fire Inspectors, enforce compliance within the CUPA, conduct plan reviews, serve on the Emergency Management and Leadership teams, and work as a Fire and Arson Investigator, leading our Investigator Program. I am active in CUPA, conducting fire and CUPA/Hazardous Materials inspections and enforcement throughout the City. My name is Andrew Evans. I am currently the Senior Registered Environmental Health Specialist for Placer County Environmental Health (CUPA). I conduct some of the more complicated CUPA inspections across all CUPA programs. Cyndi Gill is the Business Operations Unit manager at the Department of Toxic Substances Control's Office of Environmental Information Management in the ID Number. She performs a wide variety of consultative and analytical assignments related to hazardous waste ID number processing and management and manifest data processing. The Business Operations Unit issues and maintains hazardous waste ID numbers, processes transporter registrations, administers the annual ID Number Verification Questionnaire, is the product owner of DTSC's Hazardous Waste Tracking System, and evaluates the eVQ System and HWTS to make upgrades and enhancements.

I was a CUPA evaluator with the California Environmental Protection Agency from 2001-2005 and have been an Environmental Specialist/Supervising Environmental Specialist with Sacramento County Environmental Management Department (EMD) from 2005-present. My current duties include supervising EMD's incident response team, enforcement program, California Accidental Release Prevention (CalARP) program, and hazardous materials/waste programs. I am the Vice-Chair on the CUPA Forum Board (CFB) and a representative for the Bay Area region. As a CFB member I am a co-chair on the CalARP and Enforcement Steering Committee's and participate in a number of other working/advisory groups.
